Cobra is a ruthless terrorist organization determined to rule the world. To that end they needed capital. Lots of it. They used multiple shell corporations, including ARBCO, to run legitimate business transactions with a sprinkling of money laundering. While weapons development and private security contracting are lucrative Cobra Commander knew there was money to be made in seedier dealings. Rather then dirty his own hands he had Tomax and Xamot find an operative to run a street-level crime syndicate.
Headman was that man.
From stolen electronics and cars to weapons and drugs, Headman made sure the money was flowing to Cobra. Leading a group of enforcers known as Headhunters. Using brute tactics they run crime all over the world forcing other crime families to do their bidding.
"Commander we have a report from Headman."
The Commander turns towards the Cobra Officer standing before him, "Go ahead."
"Production of SouthPaw is at full capacity. He is prepared to begin full roll out and delivery by the end of the week."
"Good. You're dismissed."
"Hail Cobra!" The Cobra Officer snaps a sharp salute before turning and leaving the office of his Commander.
SouthPaw was the maniacal creation of the new HeadMan. A former executive of a major pharmaceutical company, he had fallen into the role of leader of the Headhunters due to his callous business acumen and fearlessness. The original Headman was all but a bad memory, a fool that wore garish suits and a party mask. It was true that he made Cobra millions but he did so like a fool. The new Headman was calm, collected, and laser focused. He conjured up SouthPaw as a new remedy for survivors suffering from PTSD. Truth be told everyone had it, it was impossible to escape, as was always the case some handled it better than others, acknowledging their issues and working towards a better path. Others allowed it to define them, using it as an excuse for their choices and behaviors. These were their target market and Headman knew exactly how to get the new "prescription" into their hands.
Headman is served by his loyal accolytes; the Headhunters directed by his most loyal Lieutenant, Marcus.
